Despite how much you may complain about them, the government and you have a unique and special relationship. As such, there is a specialised area of law to deal with this modern relationship, which is known as Public Law. Because the power in this relationship is incredibly one sided, with governmental organisations making some big decisions about individuals, the rule of law states that they must only act within the law and in a way that is reasonable and accountable to our society.
